CARMI – The following information was released by the Carmi Police Department on Monday, February 20, 2023.

Twenty-one-year-old Dezra L. Oguinn of Carmi was arrested around 6:30 p.m. Saturday night at 7th and Smith on a Richland County felony warrant on a traffic stop. Bond for Oguinn was set at $250. Oguinn was also cited for operation of an uninsured motor vehicle and a written warning citation for no registration lights when required. Oguinn bonded out of the White County Jail shortly before 8:30 Saturday night.

Eighteen-year-old Austin L. Surratt of Springerton was arrested around 7:30 Thursday night at Walmart in Carmi for retail theft and criminal damage to property following a call for service to Walmart by Walmart Loss Prevention. Surratt’s bond was set at $100. He bonded out of the White County Jail around 8:20 Thursday night.

Twenty-five-year-old Shelby L. Orebaugh of Harrisburg was arrested in the Walmart parking lot in Carmi around 6:30 Thursday night on a Vanderburgh County, IN on a felony no bond warrant for interference with custody.

Beside the warrant, Orebaugh is also facing three felony charges of Aggravated Battery of a Police Officer and a misdemeanor charge of Resisting/Obstructing a Peace Officer/Corrections Officer stemming from an incident after being taken to jail.

According to Carmi Police, after being placed in jail, she became combative around 6 Friday morning and began banging her head against the walls and doors. A White County Sheriff’s Office corrections officer requested assistance from Carmi Police due to her fighting the correctional officers while trying to keep Orebaugh from hurting herself while banging her head. A Carmi Police officer as well as a White County Sheriff’s deputy assisted the corrections officers.

As a result a Carmi Police officer, White County Sheriff’s deputy and corrections officer were kicked and struck multiple times before Orebaugh was able to be restrained in the restraint chair. Thus as a result, Orebaugh was additionally charged with those charges listed. Her bond was not set.

Thirty-six-year-old Caitlin D. Tyner of Carmi was arrested at a traffic stop around 11:20 Saturday night for driving while license suspended. Tyner was also given a written warning for obstruction of driver’s view. Tyner was taken to the White County Jail. Her bond was set at $250. She bonded out early Sunday morning.

 

 

Carmi Police reported four Criminal Damage to Property complaints Sunday.

A complaint was signed around 10:40 Sunday morning by 68-year-old Jerry L. Williams of 7th Street. A tire had been slashed on his pickup truck.

A complaint was signed around 12:25 p.m. Sunday by 67-year-old Keith J. Carter of Herbert Ave. Carter found a tire slashed on his vehicle.

A complaint was signed by 30-year-old Weston N. Lowery of Eldorado around 11:40 Sunday morning. He found all four of his tires slashed on his Jeep Cherokee.

Fifty-six-year-old Melvin L. Lewis of 9th Street in Carmi signed a complaint around 11:15 Sunday morning for damage he found to a window and garage door.
